Nottingham could be the largest city in the UK to ban balaclavas. Nottinghamshire Police has said a vast majority of young people wearing balaclavas are involved in anti-social and criminal behaviour.
Under new proposals, police officers would be able to require someone to remove a face covering if they believed it was being used for the purpose of committing crime or causing distress.
The restrictions would not cover face coverings worn for religious, cultural, health, weather or personal safety reasons.
The proposals are to go for further consultation and could be approved in September. The law would then come into force by the end of the year.

He called the UK a “permanent attraction” for migrants and urged stronger enforcement of the Le Touquet agreement. Britain has already pledged £662m to France, with the UK saying cooperation has helped disrupt people-smuggling networks.

Tensions between Moscow and London have deepened further over Britain’s support for Ukraine, with Russia recalling its ambassador to the UK and leaving the diplomatic post without a permanent successor.
Andrey Kelin, who served as Russia’s ambassador to Britain for more than seven years, left his post on July 21. Moscow has not yet nominated a replacement to the UK Foreign Office, and embassy staff reportedly have no indication of when a new ambassador will be appointed. The Russian embassy in London said Kelin had left Britain hoping that “a more constructive and respectful dialogue” could eventually resume if the UK changed its policies towards Russia.
A spokesman for the Russian embassy said the Kremlin had not submitted a candidate to replace Kelin. “In the meantime, the embassy is headed by the chargé d’affaires,” the spokesman said. Kelin’s departure comes amid a sharp deterioration in relations between Russia and the UK since Moscow launched its full-scale invasion of Ukraine. The Kremlin had previously warned that diplomatic ties could be downgraded in response to what it described as hostile actions by Western governments.

Greenock, a Scottish town to the west of Glasgow, is losing residents quickly.
It’s in Inverclyde, the population of which has fallen by 22,000 people since 1981, making it Scotland's hardest-hit area for population decline.
The issue has become so pressing that the council is implementing a repopulation strategy, part of which involves attracting migrants and people who have been granted refugee status.
BBC Correspondent Michael Buchanan travelled to Greenock to hear from migrants, refugees, local residents and politicians about the future of a town trying to grow again.

Russia has threatened the UK with “consequences” and said it will pay a price, after it was confirmed that British drones had been used by Ukraine to carry out attacks on economic and military targets deep in its neighbour’s territory.
The British Prime Minister Andy Burnham responded by saying that the UK would continue "to support Ukraine 100%”. He said: “We are not fair-weather friends, we will be there in Ukraine's hour of need”.
The Russian embassy in the UK accused Britain of "deliberately opting for an escalation of the Ukraine crisis", saying "the deeper its involvement in the conflict... the higher the price it will pay".
Two British companies are known to have built drones supplied to Kyiv. A military source has confirmed to the BBC that UK drones had been used in recent attacks on Russia that reportedly caused more than £35bn in economic damage.
Kyiv has been stepping up long-range attacks on Moscow and other Russian regions, targeting oil refineries and also warehouses of the giant online retailer Wildberries. The attacks have directly affected Russia's domestic fuel supplies and dented the Russian economy.
The UK has been one of Ukraine's biggest international supporters since Russia launched its full-scale invasion in February 2022. The Ministry of Defence said the UK was "committed to providing the equipment Ukraine needs to defend itself against Putin's illegal invasion".
