Much has been written about the famed Singapore civil service today as a model of efficiency and meritocracy. In comparison, there is little on how it was built up, or on the first-hand experiences of the pioneer group of local public servants.

The civil service did not start from a blank slate at independence – it is in fact the longest existing institution in Singapore. A series of critical events during the transition to independence came to define the relationship between public servants and political leaders, and these have shaped policymaking in Singapore to this day.

This video is a webinar to learn how Singapore has built up a world-beating civil service from the 1950s-60s until now with Hoe Yeong Loke, editor of Speaking Truth to Power and Adrian Kuah, director of the Futures Office of National University of Singapore.
