It comes after US President Donald Trump announced plans to send weapons to the country.

He also warned of severe tariffs on Russia if there was no ceasefire deal in 50 days.

Kremlin spokesperson Dmitrij Peskov described the announcement as “very serious”.

Former Russian transport minister Roman Starovoit has been found dead, apparently with a self-inflicted gunshot wound, Russia's Investigative Committee has said.

He was dismissed earlier on Monday by President Vladimir Putin.

No reason for Starovoit's dismissal was given and deputy transport minister Andrei Nikitin was announced as his replacement shortly after.

The Investigative Committee said it was working to establish the circumstances of the incident.

Yulia Svyrydenko said the building's roof and upper floors were damaged "due to an enemy attack" and firefighters were extinguishing the blaze.

Also in Kyiv, a baby and a young woman were killed after a nine-storey residential building was hit in the Svyatoshynsky district, with rescuers looking for a third body, officials said.

Ukraine's air force reported a record number of drones and missiles were launched by Russia in the latest nightly attack - more than 800 in total.

The European Union placed its "strongest sanctions" yet on Russia, which Ukrainian President Volodymyr Zelensky called "essential and timely".

The latest EU measures, announced on Friday, included a ban on transactions related to the Nord Stream natural gas pipeline and lowering a cap on the price at which Russian oil can be bought.

They come as European allies hope to ratchet up the pressure on Russia to bring the three-year-long war in Ukraine to an end.

But former Russian President Dmitry Medvedev, a close ally of Putin, said his nation's economy would survive the sanctions and that Moscow will continue striking Ukraine "with increasing force".

The EU sanctions are the 18th round of such measures since Russia's full-scale invasion of Ukraine began in 2022.

President Donald Trump said Monday he is reducing the 50-day deadline he had given to Russian President Vladimir Putin to 10 to 12 days to agree to a peace deal with Ukraine.

“Yeah, I’m going to make a new deadline of about 10 or 12 days from today,” Trump told reporters while speaking alongside UK Prime Minister Keir Starmer from his golf resort in Turnberry, Scotland.

“There’s no reason in waiting,” the president added. “I want to be generous but we just don’t see any progress being made.”

Trump also renewed his threat to Putin on secondary tariffs, saying, “And it would be sanctions and maybe tariffs, secondary tariffs.” The president added, “I don’t want to do that to Russia.”

Donald Trump has called Israel’s strike in Qatar “unfortunate”. The US President said the attack, which aimed to kill Hamas leaders “does not advance the goals of either Israel or America.”

Hamas said six people had been killed in the bombing raid in Qatar’s capital Doha, including the son of its exiled Gaza chief, Khalil al-Hayya. It said its top leadership, including the negotiations team that had been considering the latest proposals for a ceasefire in Gaza, had all survived.

President Trump said the US was told of the Israeli action by the US military and had tried "to inform the Qataris of the impending attack”. However Qatar said it only learned of the airstrikes after they had taken place.

Qatar called the attack a “blatant violation of international law”. Its Prime Minister Sheikh Mohammed bin Abdulrahman Al-Thani said his country "reserves the right" to respond to Israel's "blatant attack". Israel’s Prime Minister Benjamin Netahyahu said Israel had made clear there would be no hiding place for Hamas leaders.
