Electronics boost converters output a higher voltage than is used to power them. They convert current to voltage by using a switching inductor to force current into a capacitor in order to raise it's voltage.

If you really need a higher voltage, then use a boost converter module. This circuit I am showing is a simpler version of the circuit, and is terribly inefficient.
